Biography
Jerry Moran has represented Kansas in the U.S. Senate since 2011, becoming the state’s senior senator and dean of the Kansas Delegation in 2021 when Pat Roberts retired. Prior to election to the Senate, Moran served in Congress representing Kansas’s 1st Congressional District from 1997 to 2011. Moran served as the Chair of the Senate Veterans’ Affairs Committee from 2020 to 2021, later serving as the Ranking Member when Democrats gained control of the U.S. Senate. He is expected to chair the committee again in 2025.
Moran is up for re-election in 2028.

- On his campaign website, it states that Moran “understands the meaning of a hard day’s work and the importance of Kansas conservative values - God, country, family, and freedom. Jerry holds these values near and dear to his heart and continues to rely on them.”
- Moran states on his congressional website that “Americans should not be forced to violate their religious beliefs or face penalties if they refuse to participate in providing abortion services. I am a sponsor of legislation that would preserve the rights of employers, doctors, nurses and other health care stakeholders to provide health coverage that is consistent with their religious beliefs and moral convictions.”
- Moran’s statement on the Equality Act: ““If passed, people of faith must decide whether to adhere to their deeply held beliefs or to the law. This law effectively says that it is better to have fewer doctors in rural America that desperately needs them than to have doctors of moral conviction; that it is better to shutter social services administered by faith-based groups that fill gaps in the safety net than to allow them to remain true to their mission; or that it is better to force the closure of religious schools in urban areas that so often provide a path out of poverty than to allow them to remain open and teach the principles of faith.”
- Moran on the God Bless America flag: “The Constitution guarantees a right to freedom of religion, not freedom from religion. This banner is not only an expression of faith, but of love for country.”
- Moran opposed the Respect for Marriage Act, H.R. 8404, which was signed by President Biden into law, repealing the Defense of Marriage Act (DOMA) and enshrining the right to same-sex and interracial marriages in federal law.
- Moran opposed the Equality Act in the Senate, which was never taken up for a vote.
- Moran opposed a 2013 bill that prohibited discrimination in the workplace based on gender identity and sexual orientation.
- Moran voted against the Inflation Reduction Act of 2022, which among many provisions:
- Capped the out-of-pocket cost of insulin at $35 per month for those enrolled in Medicare.
- Instituted a yearly cap on seniors’ drug costs.
- Eliminating costs on Medicare and Medicaid for many common vaccines.
- Continued increased subsidies for the ACA.
- Moran opposed the Biden Administration’s OSHA vaccine mandate.
- Moran supports repealing the Affordable Care Act.
- Moran has introduced a number of bills to expand access to healthcare for veterans.
- Moran supports work requirements for SNAP.
- Moran introduced the Healthy Food Access for All Americans Act, S.203, which would incentivize food producers to establish themselves in communities where there is a lack of access to healthy, affordable food.
- Moran: “how do we do better at getting the large amounts of food we grow in Kansas to people who are facing hunger and starvation?”
- Moran successfully advocated for food aid funding to be included in the omnibus budget bill in 2017.
- Moran states on his website that “The United States immigration system has long been broken and is in desperate need of sensible solutions that both secure our borders and provide individuals an opportunity to build a better life in America.”
- Moran supports building a border wall, but opposed President Trump’s emergency declaration to build the wall in 2019.
